Sheff Wed Faces Serious Challenges, Declares New Football Authority

'Our role is integral to football's future' - football oversight chief David Kogan

The team's current difficulties are seen as a "major concern" and the independent regulator is aiming to acquire authority to examine team situations in similar circumstances, the recently named head David Kogan has declared.

During an extensive discussion, the regulator, who was named to the position this week, voiced concern towards Wednesday's fanbase.

The regulator engaged with four fan organizations representing the Championship side in recent days.

The Championship side have been struggling on and off the field in 2025, with the club delaying salary disbursements on several different times, including in September.

"Evidently Wednesday represents a major concern for the league and a substantial concern for English football," the chairman stated.

"The club represents one of the historic institutions for football in England and in recent days we have met supporters' organizations.

"Our aim is to acquire the ability... which will enable us to take Wednesday and comparable cases submitted for our review if they need to be investigated and addressed."

Economic Challenges and Proprietorship Status

The club's controversial proprietor Dejphon Chansiri suggested earlier this year he would be willing to sell up at the stadium, but he has been unable to finalize an agreement with interested parties.

Missed wage deadlines on time in earlier this year led to sanctions by the football authorities in mid-year, stopping Wednesday from completing any player acquisitions for the subsequent signing windows, although those limitations were removed in late summer.

Authority's Position

The chairman stated: "The job [of the regulator] is there for the fans of Sheffield Wednesday, other clubs in similar situations where people are committed to a local institution that has been part of their lives in many cases.

"I have absolute sympathy for Sheffield Wednesday, as I do for all the clubs that since 1992 have gone to the wall, or approached financial ruin, for causes separate from the supporters."

When asked if the regulator could force an owner to sell a club if they are judged inappropriate, Kogan said: "When asking whether 'would we intervene in the final instance?', the reply is once we assemble the facts and comprehend the circumstances, we will."

But the chairman emphasized that forcing owners to sell clubs would be considered the final option and the oversight body would choose to collaborate with owners.

"Our least desirable course of action is commence engagement with an specific team, an specific proprietor, without being able to work with that proprietor to address the challenges confronting the team and the proprietor's dealing with," the chairman stated.

"However, realistically, when you review the record of the sport, over the past few decades there have been some owners, not many, but certain individuals who have acted carelessly in the manner they have operated their clubs and ultimately don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

The chairman convened with representatives from 110 clubs to lay out the remit of the oversight body this week and insisted it was a "progressive gathering" with a "high level of engagement" from the grassroots to elite level.

"It's a job that's actually really important, because should mistakes occur, if the sport makes errors, the significant advances achieved could disappear swiftly," the regulator warned.

"This represents everyone's worst fear in the context of the English game is a huge success story - we need to continue the progress.

"Substantial financial resources coming into football and has been invested for the recent generations, because certainty is lacking it will persist in entering the game, which is among the factors explaining I think we have to adopt a precise perspective on potential dangers and naturally, of the next two or three years."

Top Flight Apprehensions

Elite division representatives objected to the creation of a regulator because of concerns about detrimental effects on the elite division's competitive balance, but the chairman responded: "I completely endorse the success and growth as an economic entity of the Premier League.

"As someone who appreciates the concern of undermining the top flight as an elite competition of the nation. But simultaneously, if you consult with top flight officials after this week's discussion, they would have had a significant degree of comfort -and, indeed, they have been telling us in private they have a considerable comfort."

Partisan Associations

Kogan is still facing a "thorough examination" by the public appointments commissioner after he acknowledged providing funds to the political party in recent years.

The 68-year-old contributed funds to Culture Secretary the politician's campaign, along with that of the government leader.

"I've been completely open about my previous political affiliation [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.

"I am presently disconnected from any form of political activity."
